Legislation: 2011/65/EU + (EU) 2015/863, fully enforced since July 22, 2019
2.Legal effect: Mandatory EU regulation incorporated into the CE marking system, subject to inspection by customs and supermarkets; non-compliant goods will be detained, recalled and subject to fines.
3.Scope of application: All electrical and electronic products below 1000V AC / 1500V DC, covering 11 product categories (home appliances, 3C products, lighting equipment, cables, motors, electronic toys, medical monitoring equipment, etc.), including spare parts, wires and components.
II. 10 Controlled Substances under RoHS & Limit Values (Mandatory for EU Exports)Testing is conducted on a homogeneous material basis (indivisible single materials such as pure plastic, solder and metal plating shall be tested separately).
Full testing covering all 10 substances with a laboratory report is required for exports to the EU.

III. Two Forms of EU RoHS Compliance
EU regulations require manufacturers to issue a self-declaration, which together with valid RoHS test reports, BOM lists, product drawings and test records forms the CE technical file accessible to customs at any time for inspection.
A hazardous substance control system certification for factories, suitable for long-term mass supply and major customer audits. Annual surveillance audits are required, focusing on full supply chain hazardous substance management.

IV. Complete Application Process Confirm target market: Full 10-item RoHS testing for EU exports Prepare documents: Application form, full product BOM, product structure drawings, 1–2 complete product samples Laboratory split homogeneous materials for separate testing: plastics, metals, PCBs, wires, silicone, etc. Two-stage testing: Non-destructive XRF screening (1–2 working days) Chemical precise testing for materials with exceeding limits via ICP/GC-MS (5–7 working days) Issue test reports / certificates; manufacturer signs RoHS DoC and archives all technical documents for inspection.
